Rachel Roussel-Diamond serves as the Policy & Communications Manager for the Division of Environmental Health and Sustainability (DEHS) at the Colorado Department of Public Health and Environment (CDPHE). In this capacity, she oversees legislative affairs for the division, crafting and recommending policy positions for department leadership over the last three legislative sessions.
A veteran civil servant with over 24 years of experience, Rachel excels at bridging the gap between technical environmental work and strategic policy development. Her diverse career spans from ambient air quality monitoring to managing state sustainability programs and overseeing the negotiation of more than 225 supplemental environmental projects that returned $18 million to Colorado communities. She has represented the department on several key statewide boards, including the Front Range Waste Diversion Board, the Pollution Prevention Advisory Board, and the Waste Tire Management Enterprise Board. Rachel holds degrees in Chemistry and French from the University of Northern Iowa and has completed extensive graduate work in Public Administration at CU Denver.
